Adjusts the PR Changes tree “auto-reveal active editor” behavior to work reliably on Windows by making the active editor URI match tolerant to casing differences.

- Import and use
compareIgnoreCasewhen matching the active editor URI againstlocalFileChanges. - Update the auto-reveal lookup to use case-insensitive comparison (intended to address Windows path casing).
